The organizing authority will be The Duluth Yacht Club.
II. Venue
Racing will take place on the waters of Lake Superior near the Duluth Entry or in Superior Bay. The Duluth Yacht Club will be the regatta center.
III. The Provisional Program is:
The regatta office opens at noon on September 20, 2002.
Registration will be from 12:00 to 5:00 p.m. Friday, September 20, 2002 and 8:00 to 9:00 a.m. September 21, 2002.
The first briefing will be at 9:00 a.m. September 21, 2002.
The first meeting with the umpires will be at the first briefing.
Racing will be from Saturday, September 21 to Sunday, September 22 if necessary.
The time of the first race each day will be 10:00 a.m.
IV. Skippers eligibility
In compliance with the Richardson Trophy Deed of Gift, each association which is a member in good standing of the Yacht Racing Union of the Great Lakes (YRUGL) may select a skipper who regularly resides in its area and is a member of any yacht club which is a member of such association. The selection process shall use such standards as reasonable to select a skipper who has demonstrated championship ability preceding the races in which he or she is to compete. Such skipper may select as crew only members who regularly reside in the area of such association or who have regularly crewed for the skipper in the preceding year.
The designated skipper shall helm the yacht at all times while racing, except in an emergency.
V. Dates and Fees
The skipper shall be entered on completion of registration, and the payment of all fees and deposits.
Entry fee
o A non-refundable entry fee of $350.00 (US) shall be paid at registration.
Damage Deposit
o An initial damage deposit of $200.00 (US) shall be paid at registration, unless extended by the organizing authority. The deposit is the maximum payable by the skipper as a result of any one incident.
o Any remaining deposit after the event will be refunded by October 10, 2002.
o In the event that the organizing authority decides a deduction from the damage deposit it may require that the deposit be restored to its original amount before the skipper will be permitted to continue in the event.
VI. Rules
The following rules shall govern the event:
o The current ISAF Racing Rules of Sailing (RRS), including Appendix C and the prescriptions of the USSA.
o The notice of race, including amendments.
o The sailing instructions (available at registration) and any amendments.
o The rules for handling of boats.
o Yacht Racing Union of the Great Lakes amended Deed of Gift (1967) for the Richardson Trophy.
A Jury will be appointed, subject to the approval of the USSA in accordance with RRS Appendix Q.
VII. Boats and Sails
The event will be sailed in J 24s.
Boats will be provided.
The following sails will be provided for each boat: Mainsail, Jib, and Spinnaker.
Boats will be associated by draw based on the schedule as provided at the first briefing.
VIII. Crew (including skipper)
All registered crew shall sail all races.
The total crew including skipper will be four people.
IX. Event Format
The event will consist of races determined by draw at the briefing
The organizing committee may vary the format, terminate or eliminate any round, when conditions do not permit the completion of the intended format or when a clear winner has been determined.
X. Course
The course will be windward/leeward twice around with starboard roundings, finishing downwind.
XI. Prizes
The winner of the championship will be awarded the Richardson Trophy.
XII. Media, Images and Sound
The organizing authority shall have the right to use any image and sound recorded during the event free of any charge.
XIII. Disclaimer
All those taking part in the regatta do so at their own risk and responsibility. The Duluth Yacht Club and any and all sponsors disclaim any and every responsibility for loss, damage, injury or inconvenience that might occur to persons and things, both ashore and at sea, as a consequence of participation in any way in the races.
The attention of competitors is particularly drawn to the whole of RRS Fundamental Rule 4.
